Update: in our case this was not an FRR bug, it was a firewall problem on our side.

rherold added a comment to T9171: IPv6 BFD sessions never reach `Up` on unnumbered VLAN sub-interfaces sharing a parent's MAC (upstream FRR bug, tracked as FRRouting/frr#22921).
The status changes only if the system is rebooted. The situation is the same in the opposite direction. After rebooting, I cannot bring up the disabled vti interface.
@DuxOv8 as you could see on the PR link is it not merged yet.

I think this specific task has now been made redundant by the move towards netlinkd being responsible for performing reconnections off of kernel events. Therefore I recommend this ticket be closed

BTW, I run the setup from the reply above on a VRRP pair: fe80::1 is a VRRP virtual address, and both routers send RAs with source-address fe80::1, so only the router holding it advertises.
