I've got similar issue when I've upgraded 1.3.8 to 1.4.0: none of user can log in into system, resetting password via boot menu wont helped.
@lbv2rus Can you re-test it on VyOS 1.4?
I've just testd 40+ policies (with 40+ dedicated routing tables) on VyOS 1.4 - everything works fine.
