Disable by default SNMP for Keepalived VRRP

Description

The ability to disable SNMP for VRRP was implemented in https://vyos.dev/T5480
We should disable it by default and enable it only if configured.

AgentX doesn't work stable and from time to time we see the system service crashing/degrading if something is wrong with SNMP from util net-snmp

We should disable it by default for any service.

set high-availability vrrp snmp

How does FRR/vrrpd work regarding SNMP compatability?

Im thinking if the keepalived could be replaced in favour of FRR/vrrpd?

And for now keep keepalived around only for virtual-server (unless that too can be dealt with by FRR/vrrpd)?

FRR has the same bugs with AgentX, it should be disabled where possible by default.
