syslog: remove outdated reference to sysvinit rsyslog file in logrotate template

Description

Debian Bookworm no longer has a sysvinit file for rsyslog, so the reference in /etc/logrotate.d/vyos-rsyslog should be removed. It's presence will cause a non-fatal error message for rsyslogd 'exited with status 1'.
