sFlow: multiple "sflow server" not work, and "disable-imt" could break configuration

Description

There are two bugs in sFlow:

  1. In case if configured only sFlow collectors (without NetFlow) and the option "disable-imt" is present, the configuration file for pmacct will be generated incorrectly: instead of plugins: sfprobe line generates sfprobe. The problem is here: vyatta-netflow.pl#L329
  2. If configured more than one sFlow collectors, sFlow packets willbe transmitted only to the latest one. We need to investigate if using multiple collectors is supported by pmacct and modify configuration according to results.
