Add failsafe and back trace to boot config loader

Description

In the development setting, certain errors can, rarely, have the effect of causing the initial boot config loader to fail, preventing access to the system to diagnose the cause. Examples of such errors are uncaught python exceptions in conf_mode scripts called on boot, or failure to start critical services; these might occur due to a temporary inconsistency in package repositories. In this case, one should restore the user 'vyos' account and log the back trace for investigation.
