Same as T987

Proposal, change CLI from:

set system login radius-server x.x.x.x secret mysecret to set system login radius server x.x.x.x secret mysectret.

This enables us to add the radius source-address node we already have for ppp and l2tp (T828)

This can not be backported easily to 1.2 (crux) b/c of jumps in the system@ config version string.

current branch is ahead of the crux and one change T1323 should not be backported which already increased the version number in current
