when migrating from pre subnet-id builds to a subnet build will cause migration failed during initial startup due to missing subnet id.

same issue. but as a work around, instead of reinstalling, have you tried clearing /config/dhcp folder and create empty dhcp4-leases.csv dhcp4-leases.csv.2 with _kea:_kea permission.

after manual ownership change dhcp4.leases so the server can start causes this error:
