The introduction of activation scripts in T6006 untangled several issues with the migration system of that time. However, activation scripts have had limited use beyond that introduction for a couple of reasons (1) the need for the next good application of the tools, beyond the original check of ethernet offload capability --- this can be found in T8375, several pending internal features, and more are to be expected, provided we resolve (2) lack of flexibility of the tools: the scripts as introduced were all or nothing, and conflicted with user changes to those config stanzas modified by activation scripts, leading to workarounds of limited applicability.

Here we add simple extensions to add more flexibility.
