Update from 1.3.8 to 1.5 results in missing configuration

Description

While testing, I encountered an issue with configuration migration in the following scenario: upgrading via

add system image

from 1.3.8 to Stream 2026.02.
The configuration is expected to be copied at least into a pre-migration.config file /config, but this does not happen.
Additionally, configuration-related files are not migrated either.

The location of config data, and the definition of the bind mount /config , has been normalized for all versions > 1.4.4. This affects updates from 1.3.8 as a result of the definition in the older image tools:

On a live 1.3.8 system, one can edit the line in
/opt/vyatta/sbin/install-functions
to
VYATTA_NEW_CFG_DIR=/opt/vyatta/etc/config
which will correct the problem.

Alternatively, a workaround will be provided in the PR below.
