The CODEOWNERS file needs to be present in each individual repository where you want to enforce code ownership rules. If you have a CODEOWNERS file in your .github repository, it will not automatically apply to your other repositories.
If you want to enforce the same code ownership rules across multiple repositories, you will need to manually add a CODEOWNERS file to each repository.
You can do this by creating a new CODEOWNERS file in the root, docs, or .github directory of each repository, and then adding the appropriate rules to each file. (edited)
