SNMP interaction with Wireguard Interfaces

Description

If SNMP is configured, the remote SNMP service stop receiving bandwidth metrics if the wireguard interface configuration is changed.

It can be fixed by restarting the SNMP server on vyos.

Yea it appears to increment on each commit that changes the wireguard config
