Add reference tree to vyos1x-config

Description

The 'reference tree' of vyconf provides functions to parse the XML interface-definitions into a vytree instance. We will update this functionality for vyos1x-config to provide (1) a compatible replacement for the current python/vyos/xml library to address some open issues (2) ability to add context information (for example, is_multi) to configtree operations.
