Multihop IPv6 BFD is unconfigurable

Description

IPv6 BFD is enforcing a requirement for a source address and interface which is incorrect and is incompatible with the multihop option making it impossible to configure IPv6 multihop BFD peers (routed dummy interfaces in this case).

I can manually configure FRR with multihop and a source address and the BFD peering comes up seemingly without issue.
