event-handler configurable syslog.pipe level

Description

By default level for syslog.pipe which listen eventwatchd is *.notice;local7.debug |/var/log/syslog.pipe which is not enough for some action. As example ip-up finished while pppoe client connected. Propose add configurable level for syslog.pipe.

The event handler was rewritten to python3 and doesn't use pipes.
