A neighbour address family without options (neighbors: [{neighbor_address: X, address_family: [{afi: ipv4}]}]) renders nothing, so a neighbour cannot be activated in an address family. In VyOS 1.5 (no bgp default ipv4-unicast always on) that leaves the neighbour inactive.
