When VPP sFlow is enabled, VyOS generates hsflowd configuration that does not include a valid PSAMPLE group unless set system sflow enable-egress is also configured.

Observed behavior

With VPP sFlow enabled but without set system sflow enable-egress, the generated hsflowd config contains either:

psample { }

As a result, hsflowd does not receive/export VPP packet samples.

If I add set system sflow enable-egress

the generated config becomes:

psample { group=1 egress=on }

and VPP sFlow data is exported correctly.

Expected behavior

enable-egress should only control egress PSAMPLE handling. VPP sFlow should still configure the ingress PSAMPLE group when egress is disabled.
