This is part of a medium-term development to abstract and simplify the config_dict constructions in vyos-1x (config.py; xml_ref) to a compact version using a fold over trees (config_tree and reference_tree). The benefit is improved readability, and the ability to extend the construction to accommodate recent feature requests. This task will provide the underlying construction on trees and bindings for vyos-1x.
