Kernel: move common configuration options shared between ARM64 and AMD64 to a single file

Description

We have full Kernel configurations for both ARM64 and AMD64 - both have duplicate settings (to name a few):

  • WireGuard
  • Bond
  • Bridge
  • SWAP
  • ELF format

It makes maintenance harder to always ensure common options are present in both files. We should try to split out common config options into re-usable config snippets.
