Originally we added SaltStack integration by request from a specific customer. After that, interest in that feature among community members and customers has been consistently low, and SaltStack doesn't seem very actively developed or growing in popularity, so whether we should keep it in the long run is a big question.

We cannot remove it right away without a deprecation procedure, though, so as the first step we need to mark it as deprecated.
