Description

VPP cannot start on the first try on some "slow" platforms. It could be related to IO disk usage or high system load (hypervisor/GNS3/etc)
Sometimes it requires re-configuring VPP 4-5 times to apply.

Example with a remote GNS3 server

We should increase the time or use a smart check to be sure the VPP API is available.
