Implement message-authenticator validation blastRADIUS

We should implement an optional configuration flag that enables strict RADIUS Message-Authenticator validation. This will allow operators who require enhanced security measures to enable this protection, while maintaining backward compatibility for existing deployments.

Use case

The new versions of RADIUS require the Message-Authenticator attribute, and without this option, clients may experience issues with authorization.
