Summary

Added VPP client for accel-ppp.
New option for PPPoE interface ".vpp-cp"(VPP Control Plane).
New option "queue-size" for VPP client queue size.
PPPoE session created in VPP dataplane(without lcp interface pair).
Added route configuration and route list to remove.
Added HAVE_VPP CMake option that enables VPP and vpp-cp routine - VPP libs and header required.

Use case

Accel-ppp to use VPP sync client. Support of IPv4 and basic routes
