reboot/shutdown: unable to log in prior 5 minutes to planned reboot/shutdown time

Description

When using reboot in or reboot at or shutdown in it is no longer possible to SSH/login to the system for non-superuser accounts.

This is b/c we leverage pam_nologin.so for sshd and login PAM service (default Debian bahavior). This might become unhandy and should be changed.
