Move "show monitoring" and "show zebra" to "show monitoring frr"

Description

We have a command called "run show monitoring", which now shows monitoring status for FRR daemons only.

vyos@vyos-east# run show monitoring

Zebra debugging status:

RIP debugging status:

RIPng debugging status:

OSPF debugging status:

OSPF6 debugging status:

LDP debugging status:

BGP debugging status:

isis debugging status:

BABEL debugging status

Staticd debugging status

BFD debugging status:

PIMv6 debugging status

Rename this command to "run show monitoring frr"

There's also "run show zebra" which is completely mysterious to anyone not familiar with Quagga/FRR, which may be grouped with "run show monitoring frr" somewhere.
