This seemed to be arrund in the early days (https://vyos.dev/R2:a211d7fcbed2b8c791db0134c18c61578d82b639), but is not available since at least VyOS 1.3.3.

Add CLI helper to restart the NTP process (chrony) in VyOS 1.5 and 1.4
