Use OCaml 4.14 for CI builds

Description

We still use OCaml 4.12.0 in our Docker image, while 4.14 has been available and stable for quite a while. We should upgrade to the latest 4.14.2

We could do 5.0 in current, but certainly not in 1.4

We have ENV OCAML_VERSION 4.14.2 for both, @dmbaturin. Can we close it, or will you do an update to 5.0?
