[1.3.5 -> 1.4.0-RC1 Migration] OSPF Passive Interface Configuration Not Working Correctly

Description

It appears that the passive interface configuration is not being migrated correctly (causing a no-boot). Here is the error received when there is an interface in the OSPF configuration with a period (in this case, bond0.995):

Removing the passive-interface-exclude bond0.995 portion of the configuration under set protocols ospf, performing the upgrade, and then adding it back seems to work.
