xml: schema extension to support defaultValues on tagNodes

Description

We have XML <defaultValue> support for quiet a while. Recently there was a request (T4959) which would required that also <tagNodes> can be preloaded with a defaultValue.

This is a simple schema extension to add this kind of support.
