Need MTU warning when CCP is on

Description

There is a problem with MTU in the L2TP remote-access module when CCP is on.
So we need the warning for users to change MTU up to 1300 if CCP is on.
Maybe it will be better when we are trying to commit.

@a.apostoliuk Could you specify how to reproduce this bug?
Some CLI config examples and/or some pings that indicate the issue.

I believe the MTU value should be calculated.
