Use a more informative default post-login banner

Description

Right now VyOS uses Debian's default post-login banner (/etc/motd), which isn't very informative and may confuse people and make them think it's a stock Debian machine.

I believe we should add our own that tells people where to check news and report bugs, and how to change the banner.
