OpenVPN: Upgrade package to 2.5.1 before releasing VyOS 1.3.0

Description

As OpenVPN deprecated a lot of options and also improved the performance on the 2.5 release train we should take the advantage and pull in the 2.5.1 package from buster-backports.

By this change we ensure that the 1.3 VyOS userbase receives the latest and greatest version and also makes the maintainer lifes easier as we do not have to struggle with two many versions in parallel.
