Support for setting lacp_rate on LACP bonded interfaces

Description

At present the bonding module defaults to using a slow LACP transmit rate. Most best practices now suggest using a fast transmit rate for quicker fault correcting.

Would it be possible to get something like a lacp-rate setting for bonding interfaces?
