Replace vyos-netplug with upstream debian version

Description

There is only little difference in the self maintained package over the one from Debian upstream.

One difference is an additional -f flag which is actually no longer used and dhcp helper scripts. We can move the DHCP helpers to vyos-1x so they are contained in a proper environment and then vyos-netplug can be replaced with the generic package.
