snmpd try to listen on ipv6 addresses, but if it is disabled by system, cannot start

By default:

vyos@r4-1.3:~$ sudo netstat -tulpn | grep 161

With option ipv6 disabled:

vyos@r4-1.3# run show conf com | match "ipv6 disab"
set system ipv6 disable

udp        0      0 0.0.0.0:161             0.0.0.0:*                           2200/snmpd
