resets all bgp connections up on other VIFs (which are not touched by change).

@primoz thanks for finding this bad bug. Any rolling release after vyos-1.3-rolling-202001311637-amd64.iso will contain this fix.

tested working on latest rolling. No BGP session reset occured.
