Description

Not installing recommended packages in the docker image produces a ~32% smaller image and saves some time and bandwidth when building the image.
So far I've tested the image and the iso and qemu images build okay, and deb packages can be built (I've tested just vyos-1x, not all packages). I haven't tested other build targets.
