Wireguard: Missing option to administrativly shutdown interface

Description

The wireguard interface has no way to be administrativly be shut down/disabled. we are missing the set interface wireguard wg0 disable command thats shuts down the interface without removeing the interface configuration. like ip link set wg0 down
