Looks like it is trying to get scripts from the current stream, but it is using the circinus Docker images:
(repository: VyOS-Networks/vyos-build ref: refs/heads/current)
I see APT repo:
https://packages.vyos.net/repositories/circinus/dists/current/InRelease
It should be this one for real circinus
https://packages.vyos.net/repositories/circinus/dists/circinus/InRelease
Probably it is also required to pass a correct branch to the docker image string? What do you think?

We are setting vyos-mirror path as vyos-build/.github/config/smoketest-branches.json at current · VyOS-Networks/vyos-build

Not sure how the next folder paths got added.
Should we need to give full path like
https://packages.vyos.net/repositories/circinus/dists/circinus/InRelease? (edited)

No, looks like the problem is not in this path. It is created by our script during the build. it depends on the scripts version.
The problem is in different branches that we use during the build - we get the scripts using the current label, but run circinus docker image to run the build
