The image build `raw_image.py` script does not leave the canonical hint file `.vyatta_config` used by the image tools when searching for previous installations. This was a non-issue in the older build procedure using packer build, as that called the installation script directly (which leaves the hint). Add hint within `raw_image` script `install_image` function.
