VPP cannot be enabled on Azure interfaces backed by Hyper-V NetVSC. VyOS maps hv_netvsc to uio_hv_generic, but the module is absent from the current kernel.
This regression appears to have been introduced by vyos-build commit d31e13e275ba for T8147, which removed CONFIG_UIO_HV_GENERIC=m from both architecture defconfigs without restoring it in a common config fragment.
Tested on Azure with VyOS kernel 6.18.44-vyos and Mellanox Accelerated Networking. The same issue applies to MANA and synthetic-only Azure NICs because their logical ethN interface uses hv_netvsc.
