Add CLI option to disable PCIe ASPM via kernel boot parameter

Description

Currently, VyOS doesn't have any CLI command for PCIe Active State Power Management (ASPM). On some platforms (particularly small-form-factor/embedded boards using Intel igc/igb/ixgbe NICs), firmware doesn't grant the OS ASPM control (can't disable ASPM; OS doesn't have ASPM control in dmesg), and there's no BIOS toggle to disable it either. The only workaround today is to force it off via the pcie_aspm=off kernel boot parameter — but VyOS has no supported CLI path to set this persistently.

Currently, achieving this requires manually editing the per-image GRUB fragment under /boot/grub/grub.cfg.d/vyos-versions/<image>.cfg, which:

  • Is outside the standard configure/commit model
  • Does not survive add system image upgrades (each new image regenerates its own .cfg)
  • Requires re-application after every image add

It could be a command like this:

set system option disable-pcie-aspm
