VPP: promiscuous mode not disabled when interface member is removed from bond

Description

When an interface is added to a VPP bond, promiscuous mode is enabled (add_member in bond.py), but detach_member does not disable it. If the interface is removed from the bond or the bond is deleted, promisc stays on unnecessarily. Should disable promisc for removed members.
