Setting DSCP marking on a shaper class:

set qos policy shaper FOO class 10 set-dscp CS4

commits and appears in show qos, but egress packets are not re-marked

The set-dscp node is defined in interface-definitions/include/qos/set-dscp.xml.i and included at interface-definitions/qos.xml.in:652 (class) and :718 (default), but nothing consumes it: python/vyos/qos/base.py builds the class match filter and police action without reading set_dscp, and src/conf_mode/qos.py doesn't handle it either, so no DSCP-rewrite tc action is generated.
