Lower XAPI version restriction in XCP-ng XVA images

Description

SUMMARY

The VyOS 1.5.0-S1 XVA image for XCP-ng embeds an XAPI version requirement of 26.1, blocking import on pools running lower XAPI versions. The 1.4.3
XVA did not have this restriction.

USE CASES

Customers with heterogeneous or older XCP-ng pools are unable to import the 1.5.0-S1 XVA and are blocked from upgrading VyOS.

CURRENT BEHAVIOR

Import fails immediately with IMPORT_INCOMPATIBLE_VERSION:
  this_version=(25,33), other_version=(26,1)
EXPECTED BEHAVIOR
The XVA should be importable on the same XAPI versions supported by 
VyOS 1.4.3.
