VPP: PPPoE: Add cp_binding_dump API call

Description

Summary

Added dump API call that returns PPPoE's cp/dp interfaces. By default, it returns ALL bindings.
The argument sw_if_index to request may be added.
That would specify to "dump" only the binding where dataplane or control plane is equal to the argument.
