ARM64: system time is not updated automatically

Description

Tested on AWS c7g.4xlarge instance, on a newly installed system after booting the time is incorrect:

vyos@VyOS-for-Smoke-Tests:~$ date
Thu Jun 26 03:02:21 PM UTC 2025

Probably arm requires CONFIG_RTC_DRV_EFI, CONFIG_RTC_DRV_PL031 kernel options to be enabled
