IPv6 autoconfiguration does not work on PPPoE client interfaces

Description

When PPPoE connects successfully, an interface configured with ipv6 address autoconf does not send ICMPv6 Router Solicitation (RS) and therefore does not learn/install an IPv6 default route (::/0). IPv6 connectivity remains broken until manual intervention (e.g., manually running rdisc6 or bouncing the interface).
