Do not allow deleting interfaces referenced in flowtables

Description

The router drops firewall configuration after boot if the interface that exists in the flowable section was previously deleted.
Configuration steps.

set interfaces ethernet eth1 vif 100 address '10.10.10.10/25'
set firewall flowtable test interface 'eth1.100'
delete interfaces ethernet eth1 vif 100 
commit 
save
exit
reboot
