SFP telemetry is becoming more critical as we go into the 800G space, ZR optics hit the market en masse, and so on.

Requesting we implement the following as standard fare for users to enable if desired:

1. SNMP OIDs for SFP telemetry from temps to angstrom offsets on the lasers
2. Telemetry exports for prometheus and the like providing fine-grained export of everything seen by ethtool & Mellanox' proprietary tooling.
3. SNMP and syslog traps for thermals and other L1 concerns in optics
